Responsibility for public health is a widely debated issue, with opinions divided over whether it lies primarily with individuals or governments. While personal responsibility plays a crucial role in maintaining well-being, this essay argues that governments must take the leading role in safeguarding public health.

Those who emphasize individual responsibility argue that lifestyle choices such as diet, exercise, and smoking habits are personal decisions. From this viewpoint, individuals who adopt unhealthy behaviors should bear the consequences rather than relying on state intervention. Advocates of this stance often stress personal freedom and accountability.

However, proponents of government responsibility highlight the broader social determinants of health. Factors such as access to healthcare, clean environments, education, and income levels significantly influence public well-being. Governments are uniquely positioned to implement large-scale policies, regulate industries, and provide preventive healthcare services that individuals cannot manage alone.

In my opinion, although individuals should make informed health choices, governments have a moral and practical obligation to protect public health. Without strong public health systems and regulation, social inequality and preventable diseases are likely to worsen.
